The Arc of Steuben is focused on continuous improvement with an eye on services and supports that are person-centered. Our agency believes so strongly in placing the people we support in charge of their own lives that in 2013 the agency began the process of seeking accreditation from the Council on Quality and Leadership (CQL). CQL is one of the foremost authorities on working with human service organizations to define, measure and improve the quality of life for all people, including those with intellectual and developmental disabilities.
Accreditation from CQL has given the Arc of Steuben the tools to provide supports that allow people we serve to live the lives they choose. The Council on Quality and Leadership (CQL) Basic Assurances® are the essential, fundamental and non-negotiable requirements that ensure accountability for health, safety and human security . CQL’s Personal Outcome Measures® are designed to demonstrate how person-centered planning helps the people we support both define and achieve a higher quality of life.
The Personal Outcome Measures system is the tool we use to discover and identify a person’s goals and dreams during the service planning process. As an agency, we use the Personal Outcome Measures to identify areas of improvement in our service delivery systems. The CQL’s eight Key Factors and 34 Success Indicators define quality in terms of person-centered supports and services and are used to develop quality improvement initiatives through input from the people we serve, their circle of support and our associates who work with them.
In order to receive CQL accreditation, the Arc of Steuben had to undergo a rigorous review process, which included validation of the Basic Assurances self-assessment, site visits, program reviews and a two-day summit that involved staff members from every department, board members, community members and people we support. On November 7, 2014, the Arc of Steuben received CQL Accreditation in Person Centered Excellence.

We are very proud to be accredited by CQL as it means we meet their rigorous guidelines for being a quality person-centered provider. That accreditation tells everyone that world-class supports are provided right here in Steuben County.”
